15th APT Telecommunication/ICT Development Forum (ADF-15)

11 - 14 June 2018, Colombo, Sri Lanka

The 15th APT Telecommunication/ICT Development Forum (ADF-15) was held from 11 to 13 June 2018 in Colombo, Sri Lanka. The forum was followed by a one-day Joint APT-NIA Workshop on “ICT Broadband Connectivity” supported by National Information Society Agency (NIA), Republic of Korea on 14 June 2018 at the same venue. Both events were hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).

 

The forum was hosted by Telecommunication Regulatory Commission of Sri Lanka (TRCSL). A total of 141 participants from APT Members, Associate Member, Affiliate Members, International/Regional Organizations, other organizations, and APT Secretariat attended the events.

 

His Excellency Maithripala Sirisena, President of the Democratic Socialist Republic of Sri Lanka, presided over the opening ceremony. Mr. Austin Fernando, Secretary to the President & Chairman of the Telecommunications Regulatory Commission of Sri Lanka, delivered the inaugural address.

 

The forum nominated Dr. Ky Leng (Cambodia) as the new Chairman of ADF, and selected Mr. Takashi Masumitsu as a new Vice-Chairman of ADF.

 

The forum addressed topics relevant to Connectivity Pillar and Innovation Pillar of the Strategic Plan of the APT for 2018-2020. It also provided opportunities for APT Projects supported by Extra Budgetary Contribution from Japan, or EBC-J projects, i.e. International Collaborative Research (Category-I Project) and ICT Pilot Projects for Rural Areas (Category-II Project), and also EBC-K project supported by Extra Budgetary Contribution from Korea to share their outcomes and achievements. The forum also addressed issues on sustainability of the funded projects, and the linkage between work of ITU-D and the work of APT.

 

Representatives of Asia Development Bank (ADB), Department Foreign Affairs and Trade (DFAT) from Australia, Japan ICT Fund (JICT) and Korea International Cooperation Agency (KOICA) exchanged views on making funded project sustainable. Further information exchanges were agreed to set up a mechanism for collaboration among the organizations. In addition, a necessity to revise ADF working methods to allow ADF to produce output document including report or guide was identified during the panel discussion, and this would be further discussed at the Management Committee of the APT and future ADF meeting.

 

At the Joint APT-NIA Workshop on ICT Broadband Connectivity, speakers invited by NIA, Korea shared the experiences and lessons learnt in rolling out Broadband networks in Korea and heated questions and answers among the delegates and speakers exemplified the success of the workshop.

3rd Meeting of the APT Preparatory Group for PP-18 (APT PP18-3)

18 - 21 June 2018, Melbourne, Australia

The 3rd Meeting of the APT Preparatory Group for PP-18 (APT PP18-3) was held from 18 to 21 June 2018, in Melbourne, Australia. The meeting was hosted by Department of Communications and the Arts, Australian Government.

 

APT PP18-3 was attended by 106 Participants from APT Members, Affiliate Members, International/Regional Organizations, Eligible Non-Member, other organization, and APT Secretariat.

 

Senator the Honorable Mitch Fifield, Minister for Communications and the Arts welcomed participants via video message, and Mr. Mike Mrdak, Secretary of the Department of Communications and the Arts inaugurated the meeting. Mr. Malcolm Johnson, Deputy Secretary-General, ITU, was also present at the opening ceremony.

 

The meeting was successful in fulfilling its objective to discuss issues for PP-18. Key topics include stable basic text of the Union, highlight ICT and ITU’s contribution to facilitate the development of the digital economy, and update on PP Resolutions, in particular, Resolution of Indicator (131), IoT (197), Connect 2020 (200), Regional Presence (25) etc. The meeting agreed on 14 Preliminary APT Common Proposals (PACPs) which include No Change to Constitution and Convention, suppression of Resolution 185, and revision of various Resolutions. Further discussion and final list of PACPs will be developed at the next meeting.

 

The meeting reviewed the Work Plan for the APT Preparatory Group for PP-18 to include updates on previous and future activities. The “Informal” Inter-Regional Meeting to Exchange Information on Regional Preparations for ITU PP-18 was held on 24 April 2018 during the 2018 Session of Council.The 4th Meeting of the APT Preparatory Group for PP-18 (APT PP18-4) was planned for 27 to 30 August 2018 in Kuala Lumpur, Malaysia. ITU will organize two Informal Inter-Regional Preparatory Meetings for PP-18 on 13 July 2018 in Geneva, Switzerland after GSR-18 and on 26-27 September 2018 in Riyadh, Saudi Arabia. APT will organize two additional meetings for PP-18 preparation, APT PP18-A#1 and APT PP18-A#2, in Dubai, UAE on 27 and 28 October 2018, respectively, in order to develop APT Position where appropriate and to finalize the leading and assisting countries on ACPs.

The meeting decided to encourage APT Members to submit their contribution for APT PP-18-4 by 13 August 2018 to enable other APT Members to have sufficient time to review and set up their position to the contributions.

The Meeting of the SATRC Working Group on Spectrum for Action Plan Phase VI
25 – 26 June 2018, Colombo, Sri Lanka

The Meeting of the SATRC Working Group on Spectrum for Action Plan Phase VI was held from 25 to 26 June 2018 in Colombo, Sri Lanka. The meeting was hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) and was attended by 19 participants from SATRC Members and Affiliate Members.

 

The meeting discussed and worked on the following agenda items:

1.     Workplan for the Work Items under SATRC Working Group on Spectrum (SAPVI)

2.     Outcomes of the SATRC Workshop on Spectrum, 16-18 August 2017, Islamabad, Pakistan.

3.     APT Strategic Plan 2018-2020

4.     Discussion on the work progress and draft outcomes for each Work Item:

a.     Developing spectrum roadmap in SATRC countries for future mobile broadband

b.    Wireless backhaul – Spectrum, technology and policy considerations

c.     Spectrum management for the deployment of Internet of Things (IoT)

d.    Proliferation of Wi-Fi network in SATRC

5.     Consideration of new Work Items for SATRC Action Plan Phase VII

 

The meeting considered about 30 input documents and the outputs includes following:

1.     Four draft reports on the work items concerning spectrum roadmap, wireless backhaul, IoT and Wi-Fi network

2.     New Work Item proposals for the next SATRC Phase VII considered to harmonize the spectrum bands for BB-PPDR networks, spectrum pricing & affordability and 5G spectrum bands among SATRC countries.

 

The output documents of this meeting will be submitted to the next meeting of the SATRC (SATRC -19) to be held later this year.

South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services

3 - 5 July 2018, Kathmandu, Nepal

APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 3 to 5 July 2018 in Kathmandu, Nepal. The workshop will be hosted by the Nepal Telecommunication Authority (NTA), Nepal. The workshop will be supported by Extra Budgetary Contribution (EBC) by the Government of Japan.

 

The SATRC Workshop on Policy, Regulation and Services is a part of the implementation of SATRC Action Plan Phase VI which was adopted at the 17th SATRC meeting held in 2016 in Dhaka, Bangladesh. The objective of the workshop is to give an in-depth analysis on work items and better understanding in the policy, regulation and services related issues associated with those work items. The workshop is planned for high and mid-level officers of the SATRC Members. It will provide an opportunity for the SATRC Members to share their experiences and future plan with experts and industries.

5th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-5)

24 - 26 July 2018, Bangkok, Thailand

APT will organize the 5th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-5) from 24 to 26 July 2018 at the APT Headquarters in Bangkok, Thailand.

 

WGMC-5 will undertake a holistic review on the draft revised Affiliate Membership Guidelines, discuss the draft Human Resource Management Plan, and review other existing legal instruments of the APT as instructed by the 41st Session of the Management Committee of the APT (MC-41) held in November 2017. WGMC-5 will also discuss Guidelines on Representation of the APT in Other Regions' Meetings as well as review the revised Guideline for Awarding Fellowships to the APT Event/Activity in Conjunction with the Management Committee.

18th APT Policy and Regulatory Forum (PRF-18)

8 - 10 August 2018, Dhaka, Bangladesh

APT will organize the 18th APT Policy and Regulatory Forum (PRF-18) from 8 to 10 August 2018 in Dhaka, Bangladesh. The forum will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC), Bangladesh.

 

PRF provides a platform where high-level policy makers and regulators meet to discuss telecommunications and ICT policy and regulatory issues that are of common interest to the region. It is also a platform for the industry to bring issues of their concern to the attention of the regulators.

 

PRF-18 will focus its work in line with the new Strategic Plan of the APT for 2018-2020 which serves as the guideline for APT’s activities from 2018-2020. The forum will address emerging digital technologies trends in the digital economy and discuss various issues including policy and regulatory challenges, opportunities, and innovation topics. In addition, on 10 August, PRF-18 will discuss the preparation for the Asia-Pacific ICT Ministerial Meeting 2019 (theme and structure of the Ministerial meeting) and the establishment of the Correspondence Group for the Ministerial Meeting including its Terms of Reference, structure and work plan.

 

Proceeding to PRF-18, from 6 to 7 August 2018, there will be the ITU-BTRC Asia-Pacific Regulators Roundtable organized by the International Telecommunication Union (ITU) and the Bangladesh Telecommunications Regulatory Commission (BTRC) at the same venue.

4th Meeting of the APT Preparatory Group for PP-18 (APT PP18-4)

27- 30 August 2018, Kuala Lumpur, Malaysia

APT will organize the 4th Meeting of the APT Preparatory Group for PP-18 (APT PP18-4) from 27 to 30 August 2018 in Kuala Lumpur, Malaysia. The meeting will be hosted by the Ministry of Communications and Multimedia Malaysia (KKMM) and the Malaysian Communications and Multimedia Commission (MCMC) Malaysia. 

 

APT PP18-4 will continue the discussion on the issues of interest to the region for the ITU Plenipotentiary Conference 2018 (PP-18) and develop Preliminary APT Common Proposals for PP-18. APT PP18-4 is expected to conduct the following activities:

 

·         Consider the input contributions from APT Members;

·         Review outcomes of the preparatory process of other regional organizations;

·         Develop Preliminary APT Common Proposals for PP-18;

·         Develop necessary procedures and arrangements for APT coordination meetings.

APT Symposium on Spectrum Management 2018

3 - 5 September 2018, Manila, Philippines

APT will organize the APT Symposium on Spectrum Management 2018 from 3 to 5 September 2018 in Manila, Philippines. The symposium will be hosted by the Department of Information and Communications Technology (DICT), Philippines and supported by the Extra Budgetary Contributions from Japan.

 

The objectives of the symposium are to discuss and share understandings on policy and regulatory issues in spectrum management as well as possible approaches toward new ICT trends, and to facilitate regional cooperation in relevant areas, emphasizing on but not limited to:

Role and function of spectrum management policy in the context of National ICT Strategy;

 

·         Spectrum policy and regulation with recent industry trends;

·         Related industry/competition policy and regulation (licensing, spectrum re-farming, etc.);

·         Coordination to minimize the cross-border interference;

·         Best practices and experiences in spectrum management among member countries.

 

A dialogue will also be held for high level policy makers, regulators and industry in the region to discuss the issues mentioned above.

APT Symposium on Cybersecurity

12 -14 September 2018, Seoul, Republic of Korea

APT will organize the APT Symposium on Cybersecurity from 12 to 14 September 2018 in Seoul, Republic of Korea. The symposium will be hosted by the Ministry of Science and ICT (MSIT), Republic of Korea and supported by the Extra Budgetary Contributions from Australia and Japan.

 

The overall objective of the Symposium on cybersecurity is to bring APT members to a common platform for a dialogue on cybersecurity and data protection issues and to provide them with an opportunity to share and address key issues of concern, as well as to facilitate intra-regional collaboration on policy and regulatory issues as required. Industry leaders and other key stakeholders are expected to share their views on various cybersecurity issues facing the sector.

 

The specific objectives are:

·         To assist members to collaborate to build and strengthen trust and confidence in the use of ICT so that the people can use ICT for their progress and prosperity without any concern;

·         To provide a platform to exchange an information on implementing and/or planning to implement polices/regulations in cybersecurity measures;

·         To share information on the cybersecurity threat landscape including data infringement and ransomware attacks;

·         To address internet fraud related issues;

·         To address the impacts of data in digital society with a highlight on cross-border data flow, security, and privacy in the Asia-Pacific region.

APT will organize the 24th Meeting of APT Wireless Group (AWG-24) from 17 to 21 September 2018 in Bangkok, Thailand.
