APT Measures in March during
COVID-19 Situation In March 2020, no event under the APT Work Programme
was held as APT Secretariat decided to postpone APT meetings and training
courses scheduled to be held in February, March and April 2020 to later
months. The APT Training Course on Preparing for International Conferences
2020 will be rearranged from face-to-face training to online training through
the platform of the ITU Academy and rescheduled to 18 April – 3 May 2020. Due to the widespread coronavirus disease 2019 (COVID-19)
infection across countries and the increasing number of confirmed cases of infection,
the Royal Thai Government had announced the measures to reduce the risks of further
spreading of COVID-19 in high risk areas including temporarily closing some
public venues. Government agencies had reconsidered work hours and
work-from-home arrangements. The Thai Ministry of Public Health also
recommended the social distance measure to reduce the risk. Several measures for foreign nationals traveling to Thailand had
been issued including the presentation of the health certificate and health
insurance upon check-in at the airport of origin, the application to monitor
the traveler, 14 days self-quarantine or self-monitoring depending on the
country of origin, etc. Moreover,
in late March, all diplomatic missions, consular
representatives and international organisations in
Thailand had been sought the cooperation to refrain from organising
and attending large-scale activities including mass gatherings or large community
events to mitigate the risk of transmitting COVID-19. However, some APT meetings need to be convened to meet the work
plan. APT Secretariat, in consultation with the Chairman of CGSP and with the
Chairman of APT WTSA-20 and other office bearers, had decided to organise virtual meeting for the CGSP-1 and APT WTSA20-2
on 7-8 May and 13-15 May, respectively. APT Secretariat will do the best to
provide necessary environment for the remote participation. In addition, APT Secretariat had consulted the Chairman of AWG
and other office bearers regarding the holding of AWG-26 and AWG-27 in 2020. Considering the
current circumstances, it has been decided to postpone the AWG-26 to the
third quarter of 2020. Consequently, the 27th Meeting of the AWG (AWG-27), which
was originally planned to be held in September 2020, will be postponed to
2021. The dates of the AWG-26 will be decided, depending on evaluation of the
COVID-19 situation. For other events, please

updated information.
As for the APT Secretariat, in order to reduce the risk of the staff
members of the APT Secretariat to be exposed to the virus while allowing the
regular operations to continue in the best possible way, APT Secretariat
started implementing the partial work-from-home measure from 23 March
2020. Staff members of APT Secretariat took turn working at the office for 2
days a week. However,
on 25 March 2020, the Royal Thai Government had declared an Emergency Decree
on Public Administration in Emergency Situation to take effect on 26 March to
30 April 2020. Considering such circumstances, APT Secretariat has
implemented full Work-from-Home measure since 25 March 2020. During
this period, APT Secretariat continues its operation to serve the members.
APT members could contact APT Secretariat in regular manner. Given the
limited environment, the response from APT Secretariat might take some more
time than usual. As of the publication date, no staff member of APT Secretariat has
caught the COVID-19. |

Plan of the APT for 2021-2023 (CGSP-1) 7 – 8 May 2020, Virtual Meeting A virtual meeting for 1st Meeting of the
Correspondence Group for the Strategic Plan of the APT for 2021-2023 (CGSP-1)
will be held from 7-8 May 2020. The objectives of CGSP-1 are to: - discuss initial draft with inputs from CGSP members; - review work plan of the Group; and - develop the 1st draft of the Strategic Plan of the APT for

The 2nd Meeting of the APT Preparatory Group for WTSA-20 (APT
WTSA20-2) 13 – 15 May 2020, Virtual Meeting A virtual
meeting for the 2nd Meeting of the APT Preparatory Group for WTSA-20
(APT WTSA20-2) will be held from 13 to 15 May 2020. The objective of APT
WTSA20-2 is to assist APT Members to prepare for the ITU World
Telecommunication Standardization Assembly 2020 (WTSA-20), which will take
place in Hyderabad, India from 17 to 27 November 2020. APT WTSA20-2 will
discuss the issues to be identified for WTSA-20 and develop preliminary
positions of the APT on those issues based on the input contributions from
