The Meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Policy, Regulation and Services (WG PRS)

5 October 2020

 

APT organized a virtual meeting for the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Policy, Regulation and Services (WG PRS) on 5 October 2020. The meeting was attended by 34 participants from SATRC Members, other APT members and APT Secretariat.

 

This meeting was a part of the activities of SATRC Action Plan Phase VII, which was adopted by the 19th Meeting of SATRC (SATRC-19) held in Islamabad, Pakistan, in December 2018. SATRC-19 agreed that the meeting of the WG PRS would be hosted by Communication Authority of Maldives. However, considering the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members, considered the necessity to organize this meeting virtually. 

 

The meeting discussed the interim reports of three work items that were assigned by the Council to WG PRS i.e. regulatory approaches to enhance QoS of mobile operators, digital financial services, harmonizing ICT indicators in SATRC. The meeting also discussed proposal for new work items.

 

The next meeting of the SATRC WG PRS will be held in Q2/Q3 2021.

The Meeting of the South Asian Telecommunication Regulators' Council (SATRC) Working Group on Spectrum (WG SPEC)

7 October 2020

 

APT organized a virtual meeting for the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Spectrum (WG SPEC) on 7 October 2020. The meeting was attended by 37 participants from SATRC Members, other APT members, and APT Secretariat.

 

The meeting was a part of the activities of SATRC Action Plan Phase VII adopted by the SATRC-19. SATRC-19 agreed that the meeting of WG SPEC would be hosted by Nepal Telecommunications Authority. Considering the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members, also considered the necessity to organize this meeting virtually.

 

The meeting discussed the interim reports of three work items that were assigned by the Council to WG SPEC i.e. assessment of current practices in spectrum management and developing spectrum roadmap, spectrum re-farming, Spectrum consideration for the deployment of IoT. The meeting also discussed proposal for new work items.

 

The next meeting of the SATRC WG SPEC will be held in Q2/Q3 2021

 

Virtual Interim Meeting of Working Groups of APT WTSA-20 (APT WTSA20-WGS-IM-3)

13-16 October 2020

 

The Virtual Interim Meeting of Working Groups of APT WTSA-20 (APT WTSA20-WGS-IM-3) was held from 13 to 16 October 2020.

 

The followings were the summary of Working Groups discussion and outcomes.

 

Working Group 1 (ITU-T Working Methods):

WG1 reviewed the proposal made at APT WTSA20-2 and WTSA20-3 to revise ITU-T A Series Recommendations (A.1, A.7 and A.8) as well as relevant input contributions to TSAG Meeting held in September 2020. WG1 agreed to create an email reflector of WG1 ([email protected]) for further offline discussion among key APT Members on possible development of candidate draft PACPs on ITU-T A Series Recommendations.

 

Working Group 2 (ITU-T Work Organization):

WG2 reviewed the proposals made at APT WTSA20-2 and APT WTSA20-3 and discussed on various restructuring proposal and proposed APT View for ITU-T SG Restructuring principles as well as relevant proposals made at TSAG meeting in September 2020. WG2 developed two temporary documents on Summary of the various restructuring proposals and candidate draft APT View for ITU-T Restructuring Principles for further discussion at APT WTSA20-4. 

 

Working Group 3 (Regulatory/ Policy and Standardization related Issues):

WG3 reviewed and discussed on proposed revision to WTSA Resolutions made at APT WTSA20-3 and APT WTSA20-WGS-IM-2 meeting as well as revised temporary documents submitted by Drafting Chairs, WG3 finalized five candidate draft PACPs (Proposals to revise WTSA Resolutions 50, 98, 84, 77 and 88).

 

The 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4) will be held from 16 to 20 November virtually and all APT members are requested to submit contributions.

 

 

The 20th APT Policy and Regulatory Forum (PRF-20)

20-22 October 2020

 

The 20th APT Policy and Regulatory Forum (PRF-20) was held from 20 to 22 October2020 as a virtual meeting. The PRF-20 was attended by 121 participants representing Members, Associate Member, Affiliate Members, other organizations, and the APT Secretariat. Since there was no host country, the current Chairman, Mr. Wangay Dorji, continued his role as the Chairman of PRF for another year.

 

Given the time constraint for organizing the forum with a shorter period, the programmes of this year’s PRF included a Roundtable, Business Dialogue and thematic sessions addressed certain issues in the Singapore Statement.

 

The Roundtable on Lesson Learned from COVID-19 and Policy and Regulatory measures for Post-COVID-19 discussed the lesson learned from COVID-19 pandemic, policy and regulatory measures for post-COVID-19, and how digital technology had become a part of the New Normal. High level government officials from Republic of Korea, Singapore, and Thailand have joined in this session.

 

Business dialogue discussed the industry contributions in coping with COVID-19 and policy and regulatory considerations for Post-COVID-19 era.

 

Thematic sessions included online well-being and safety to discuss the policies, regulations and strategies, and initiatives to address secure and trusted ICT services; new context in connectivity to discuss new technologies to provide low cost global connectivity and its impact; and update on 5G deployment to discuss the update on the latest market developments, including actions being taken by APT members in terms of policy and regulatory issues, national action plans, etc. 

 

The Forum also discussed the revised Working Methods of PRF to include the virtual/online meeting opportunity.

 

The Forum ended successfully with active participations and contributions from all delegates. The date and time of PRF-21 will be decided during the 44th session of APT Management Committee to be held in December this year.

 

The 21st South Asian Telecommunications Regulators’ Council Meeting (SATRC-21)

27-28 October 2020

 

APT organized a virtual meeting for the 21st Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-21) from 27 to 28 October 2020. SATRC--21 was attended by 78 participants from SATRC Members including all head of the regulators, other APT members, International Organizations, other Organizations, and the APT Secretariat.

 

SATRC-21 was supposed to be held in November 2020 in Tehran, Islamic Republic of Iran. However, considering the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members, considered the necessity to organize this meeting virtually.  SATRC-21 was supposed to approve the outcomes of Action Plan Phase VII. However, due to the delay of implementation of Action Plan Phase VII caused by COVID-19, the meeting decided to extend the implementation period for Action Plan Phase VII to 2021. The meeting also revised the Working Methods of SATRC considering the online meeting opportunity of the SATRC.

 

SATRC-21 arranged Regulators’ Roundtable and Regulator-Industry dialogue. At the Regulators’ Roundtable, the heads of the regulators exchanged opinion and share experiences on regulatory initiatives for connected digital future, lessons learned from COVID-19 pandemic, challenges, and way forward for last mile connectivity in rural areas. The Regulator-Industry dialogue facilitated the exchange of opinions among the regulators and industry leaders to identify how to enhance cooperation between regulator and industry on policy and regulatory framework including spectrum roadmap for the deployment of 5G in South-Asia. The meeting also discussed the progress reports of the two Working Groups including all the work items. Secretary General presented a report of the implementation of SATRC Action Plan Phase VII in the meeting.

 

The next meeting of the SATRC (SATRC-22) will be held in Q4 2021.

32nd APT Standardization Program Forum (ASTAP-32)
10-11 November 2020, Virtual Meeting

 

APT will organize the 32nd APT Standardization Program Forum (ASTAP-32) from 10 to 11 November 2020. Considering the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the Chairman and Vice-Chairmen of the Management Committee of the APT considered the necessity that ASTAP-32 will be organized virtually.

 

The main objectives of ASTAP-32 are to elect the Chairman and Vice-Chairmen of ASTAP, review the outcomes of the 43rd Session of the Management Committee of the APT (MC-43) relevant to ASTAP, review the APT Members’ Responses to Questionnaire on Requirement on ICT Standardization and review the ASTAP Working Group activities and its Work Plan.

The virtual meeting of the Extraordinary Meeting of the APT Preparatory Group for WTDC-21 (APT WTDC21-e) will be organized on 12 November 2020.

The 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4)
16-20 November 2020, Virtual Meeting

 

APT will organize a virtual meeting for the 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4) from 16 to 20 November 2020.

 

The main objective of the meeting is to review, discuss and finalize Preliminary APT Common Proposal (PACP) for WTSA-20 based on input contributions from the APT Members. APT WTSA20-4 will also update the Work Plan and Timeline of APT WTSA-20 and discuss coordination arrangement during WTSA-20.
