The 26th Meeting of the APT Wireless Group (AWG-26)

14 - 18 September 2020

 

APT organized a virtual meeting for the 26th Meeting of APT Wireless Group (AWG-26) from 14 to 18 September 2020. AWG-26 was attended by 450 participants from APT Members, Associate Members, Affiliate Members, International Organizations, other organizations and the APT Secretariat.

 

The office bearers elected at AWG-25 conducted their very first meeting of AWG. The current office bearers are as follow:

 

Chairman of AWG: Mr. Le Van Tuan

Vice-Chairmen of AWG: Dr Dae Jung Kim and Dr Eng. Khoirul Anwar

Chairman of WG on Spectrum Aspects: Mr. John Lewis

Chairman of WG on Technology Aspects: Mr. Wang Hu

Chairman of WG on Service & Applications: Mr. Takashi Yamazaki

 

During AWG-26, there were sessions of Working Groups, Sub-Working Groups and Task Groups to discuss the work progress on various work items. The work items are related to various work areas including spectrum arrangement and harmonization, spectrum monitoring, spectrum sharing studies, IMT, High Altitude Platform station (HAPS), fixed wireless systems, Internet of Things (IoT), intelligent transport system, wireless power transmission, modern satellite applications, aeronautical and maritime, PPDR and railway radiocommunication.

 

An Ad-hoc Group was also formed to discuss revision on Working Method of AWG, revision on Document Approval Procedures of the AWG, necessity to pursue the MoU with ETSI, AWG Master plan for the period of 2021-2023, and establishment of Correspondence Group on Restructuring.

 

AWG-26 considered 82 contributions and developed a number of outcomes. Among those were establishment of the Correspondence Group on Restructuring, 4 new APT Reports, revision of Working Method of AWG, revision of Document Approval Procedure of AWG, revisions of 1 APT Recommendation, revisions of 2 APT Reports, 1 Questionnaire, 3 Liaison Statements to ITU-R, 3GPP RAN, 3GPP RAN4 are significant.

 

The next meeting of the AWG (AWG-27) will be held in Q1/Q2 2021.

The 1st Meeting of APT Conference Preparatory Group for WRC-23 (APG23-1)

24-25 September 2020

 

APT organized a virtual meeting for the 1st Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2023 (APG23-1) from 24 to 25 September 2020. APG23-1 was attended by 448 participants from APT Members, Associate Members, Affiliate Members, International Organizations, other organizations and the APT Secretariat. The objective of the APG23-1 was to initiate the preparatory process of the APT for the World Radiocommunication Conference 2023 (WRC-23) and Radiocommunication Assembly 2023 (RA-23).

 

The APG23-1 elected the Chairman and Vice-Chairmen of the APG-23, formed the structure of the APG-23, appointed the Chairmen of Working Parties and adopted the  work plan of the APG-23 for the preparation of RA-23 and WRC-23.

 

The structure of the APG-23 is based on the five CPM-23 Report Chapters with some modifications. The following table shows the APG-23 structure with the respective office bearers. The table also shows the WRC-23 agenda items that have been assigned to the respective Working Parties.

APG23-1 unanimously appointed Mr. Kavouss Arasteh as a Special Senior Adviser to the APG-23.

According to the adopted work plan of APG-23, two APG meetings will be held in 2021.

 

Furthermore, as recognition and appreciation for the individuals who contributed to the work of APT, Secretary General expressed heartiest congratulations and appreciations to Dr. Kyu-Jin Wee, Mr. Kavouss Arasteh, Mr. Christopher Hose, Ms. Zhu Keer, Dr. Tommy Chee, Mr. Huang Jia, Dr. Jaewoo Lim, Mr. Muneo Abe, Dr. Atmadji Wiseso Soewito, Mr. Bui Ha Long and Mr. Taghi Shafiee for their excellent leadership and contribution to the work of APG-19.

 

The next meeting of the APG (APG23-2) will be held in Q1/Q2 2021.

 

The 13th APT Policy and Regulation Forum for Pacific (PRFP-13)

29-30 September 2020

 

The 13th APT Policy and Regulation Forum for Pacific (PRFP-13) was held from 29 to 30 September 2020 as a virtual meeting.

 

PRFP-13 was attended by 78 participants from Members, Associate Member, Affiliate Members, International Organizations, other organizations and the APT Secretariat.

 

This year’s Forum was shortened to 2 days with limited agenda. However, the programme included a special Roundtable of high-level policy makers and regulators to share experience and exchange views on latest updates on policy and regulatory issues. High-level officials from Australia, Fiji, Papua New Guinea, Samoa, and Cook Islands participated in this session which discussed recent policy and regulatory updates, lessons learned from the COVID-19 outbreak, and the initiatives taken.

 

Other thematic sessions included the sessions on Connectivity in the Pacific, Managing Disaster and Climate Change in the Pacific, and Outcome of World Radicommunication Conference 2019 (WRC-19) and Impacts on the Pacific.

 

PRFP-13 elected Mr. John Jack from Vanuatu as the new Chairman of PRFP, Mr. Talatalaga Mata’u Matafeo from Samoa as the new Vice-Chairman for the next two years term. Mr. Criden Appi from Nauru was elected as the Vice-Chairman for the second term.

 

Vanuatu originally proposed to host this year PRFP-13, but due to COVID-19 pandemic it was decided that the PRFP-13 to be held virtually. The meeting welcomed Vanuatu’s proposal to host PRFP-14 in 2021, and Palau proposal to host PRFP-15 in 2022.

The Meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Policy, Regulation and Services
5 October 2020, Virtual Meeting

 

APT will organize a virtual meeting of the meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Policy, Regulation and Services on 5 October 2020. The meeting is a part of the activities of SATRC Action Plan Phase VII adopted by the 19th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-19) held in Islamabad, Pakistan.

 

The objective of the meeting is to conduct the Working Group activities on the work items assigned by the Council. This meeting will be the second meeting of the Working Group under SATRC Action Plan Phase VII and is expected to discuss progress of the work items assigned to the Working Group.

 

Originally, the SATRC-19 agreed that this meeting would be hosted by the Communication Authority of Maldives. However, given the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members considered that this meeting will be organized virtually .

The Meeting of the South Asian Telecommunication Regulators' Council (SATRC) Working Group on Spectrum
7 October 2020, Virtual Meeting

 

APT will organize the Meeting of the South Asian Telecommunication Regulators' Council (SATRC) Working Group on Spectrum on 7 October 2020. The 19th Meeting of SATRC (SATRC-19) held in Islamabad, Pakistan agreed that this meeting would be hosted by Nepal Telecommunications Authority. However, given the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members considered that this meeting will be organized virtually.

 

The meeting of the SATRC Working Group on Spectrum is a part of the activities ofSATRC Action Plan Phase VII which was adopted by the SATRC-19. The objective ofthe meeting is to conduct the Working Group activities on the work items assigned by the Council. This meeting will be the second meeting of the Working Group under SATRC Action Plan Phase VII and is expected to discuss progress of the work items assigned to the Working Group.

Virtual Interim Meeting of Working Groups of APT WTSA-20 (APT WTSA20-WGS-IM-3)
13-16 October 2020, Virtual Meeting

 

The 3rd Meeting of the APT Preparatory Group for WTSA20 (APT WTSA20-3) held from 13 to 17 July 2020. APT WTSA20-3 agreed that Working Groups of the APT WTSA-20 would have two virtual interim meetings in August and October 2020 after the APT WTSA20-3 and before the 4th Meeting of the APT Preparatory Group for WTSA20 (APT WTSA20-4) in November 2020.

 

In this connection, the Virtual Interim Meeting of Working Groups of APT WTSA-20 (APT WTSA20-WGS-IM-3) will be held from 13 to 16 October 2020. During this virtual meeting, Working Groups of APT WTSA-20 will continue to review the temporary documents developed at APT WTSA20-3 and further discuss possible development of draft Preliminary APT Common Proposals (PACPs) to be submitted to the APT WTSA20-4.

The 21st Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-21)
27-28 October 2020, Virtual Meeting

 

APT will organize the 21st Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-21) from 27 to 28 October 2020. Given the COVID-19 pandemic situation in the Asia-Pacific, APT Secretariat in consultation with the head of the regulators of SATRC Members considered that the SATRC-21 will be organized virtually with specific agenda items.

 

The SATRC meeting is held annually to discuss and coordinate regulatory and other related issues in the area of telecommunication and ICT that are common for the regulators of SATRC Members. The meeting will be attended by the heads of telecommunication regulatory bodies of SATRC Members and designated senior level officers. High-level representatives from industry will also attend the SATRC-21.

 

SATRC-21 will discuss the key policy and regulatory trends in South Asia and review the progress of the implementation of SATRC Action Plan Phase VII. The meeting will convene regulators’ roundtable, regulator-industry dialogue and sharing regulatory experiences to facilitate the development of the telecom/ICT sector in South Asia. The regulators’ roundtable will be held exclusively for the head of regulators to discuss and share thoughts on important regulatory issues that require regional collaboration specifically for the SATRC Member countries. The Regulator-Industry Dialogue will facilitate the exchange of opinions among regulators and industry on the challenging issues of regulation and ways to overcome the challenges collectively.
