APT Web Dialogue “Lessons and Opportunities for Countering Dis/Misinformation in the Asia-Pacific” 9 August 2022

                                                         

This APT Web Dialogue held in collaboration Protection Group International (PGI) was held on 9 August 2022. The web dialogue focused on providing an overview on the evolution of misinformation and disinformation influence operations and building understanding and awareness of these issues. The web dialogue was joined by 51 representatives of APT members and other organizations.

 

The web dialogue featured Ms.  Lara Pace, Head of Capacity Building, PGI (moderator); Mr. Patrick Wrigley; Principal Analyst‑Digital Operations, PGI (speaker), and the panelists namely Ms. Choi Eunkyoung, Professor, Hanshin University and Editor-in-chief of the Korean Society for Journalism & Communications Studies; Ms. Pongtip Thesaphu, Anti-Fake News Center Communication Consultant, Thailand; and Ms. Jeanette Whyte, GSMA Head of Policy, APAC.

The 4th Meeting of the APT Conference Preparatory Group for WRC-23 (APG23-4), 15 - 20 August 2022, Bangkok, Thailand (Hybrid Meeting)

 

The 4th Meeting of the APT Conference Preparatory Group for WRC-23 (APG23-4) was held as a hybrid meeting (with physical and virtual attendance) from 15 to 20 August 2022 in Bangkok, Thailand. A total of 722 participants of which 291 in-person participants, representing 28 Members, 1 Associate Member, 33 Affiliate Members and 7 International/Regional Organisations attended the Meeting. The objectives of APG23-4 were:

 

1.     review the results of APG23-3 and Intercessional Working Party meetings;

2.     update APT preliminary views on WRC-23 Agenda Items based on input contributions from APT Members;

3.     consider the progress in ITU-R Study Groups in relation to WRC-23 Agenda items, and take necessary actions as appropriate;

4.     review the activities of other regional organizations, in particular their preliminary views/positions on WRC-23 with a view to fostering inter-regional cooperation;

5.     review issues related to RA-23 and develop APT preliminary views, if any

6.     contribute, if possible and where necessary, to the activities of the APT Preparatory Group for PP-22 with respect to the issues relevant to the purview of the APG; and

7.     discuss APT preparations for the ITU Inter-regional Workshop on WRC-23 Preparations.

 

APG23-4 was the first physical meeting of APG-23 for the preparation cycle of WRC-23. As a result, the schedule was quite busy in discussing the contributions from APT members. The Meeting received over 150 contributions from APT members. Nearly 77 meeting sessions were held during APG23-4.  Based on the listed objectives, APG23-4 considered contributions of APT Members, reviewed the progress of studies on WRC-23 Agenda Items and reviewed the APT Preliminary Views on WRC-23 Agenda Items that were developed at APG23-3. With intensive discussions of the Drafting Groups and Working Parties, APG23-4 updated the APT Preliminary Views on WRC-23 Agenda Items which are now available on the APT website.

 

In addition to developing APT Preliminary Views, APG23-4 finalized the revision of the Working Methods of APG after intensive discussion on the proposed revisions at the meeting of the Ad Hoc group on Working Method. The revised Working Methods will be submitted to the 46th Session of the Management Committee (MC-46) which will be held in December this year. APG23-4 also had sessions on the preparation for RA-23 and APT Network of Women for WRC (APT NOW4WRC).   

 

APG23-4 finalized the schedule of final two meetings APG23-5 and APG23-5 to held in 2023 prior to WRC-23. It was decided that APG23-5 will be held in Republic of Korea from 20 to 25 February 2023 and APG23-6 will be held from 14 to 19 August 2023 in Australia.

APT-ICAO Regional Dialogue “Radio Altimeters at 4200-4400 MHz band and Implementation of 5G in Adjacent Bands” 23 August 2022

 

This APT Web Dialogue, a collaboration between APT and International Civil Aviation Organization (ICAO), was held on 23 August 2022. It was attended by 245 participants from members of APT and ICAO.   

 

The web dialogue was aimed to promote the common understanding among the spectrum regulators, and industries on the operation of Radio Altimeters in the band 4 200 – 4 400 MHz and the implementation of 5G in the adjacent bands ensuring the aviation safety in the Asia-Pacific region.

 

The speakers namely Dr. Jongbong Park, Director, Project Development, APT; Ms. Mie Utsunomiya, Communications, Navigation and Surveillance (CNS) technical officer, CNS & Spectrum (CNSS) section, Air Navigation Bureau, ICAO HQ; Mr. Claude Pichavant, Executive Expert – Communication, Navigation, Surveillance, Airbus; and Mr. Yi Shen Chan, Director, Spectrum (Asia Pacific), GSMA, shared their insightful information and experiences on the topics. The web dialogue concluded with an active and fruitful Q&A session.

The 15th APT Policy and Regulation Forum for Pacific (PRFP-15)

30 August - 1 September 2022, Port Vila, Vanuatu (Hybrid Meeting)

 

APT organized the 15th APT Policy and Regulation Forum for Pacific (PRFP-15) from 30 August to 1 September 2022 in Port Vila, Vanuatu in a hybrid format (both physical and virtual attendance). The Forum was attended by 161 participants including 106 physical and 55 virtual attendance from APT Members, Associate Members, Affiliate Members, International Organization and other organizations. The PRP-15 was inaugurated by H.E. Bob Loughman, Prime Minister, Vanuatu.

 

There are mainly three features that illustrate PRFP-15.

 

First, this PRFP-15 had a special roundtable session with Minister and Head of Regulators from APT Member Administrations in the Pacific region to share their insights, experiences, and policies being implemented in their countries. During the roundtable Pacific Members introduced the challenges they faced and shared their experiences and possible way forward regarding policy and regulation issues. 

  

Second, PRFP-15 organized seven thematic sessions, covering digital transformation, broadband connectivity, cybersecurity, emerging technologies, quality of service, digital skills and disaster management. All of them are important aspects in promoting ICT markets and society and especially solving challenges that Pacific Members faced. 

 

Third, based on the revised Working Methods of PRFP approved at the 45th session of the Management Committee of APT (MC-45), PRFP-15 nominated Mr. John Jack (Vanuatu) as the Chair and Ms. Tupou’tuah Baravilala (Fiji) and Ms. Tepua Hunter (Cook Islands) as the Vice-Chairs of PRFP for 2-years term. In addition, as per the decision of MC-45 on gender neutral language, PRFP-15 reviewed and adopted the revised Working Methods of PRFP for consideration upcoming MC. Also, PRFP-15 decided to create a Working Group which would discuss the possible ways of enhancing regional engagement including institutionalize arrangements and invite Members of PRFP to nominate one or two expert(s) for the preparation of report to the next PRFP-16.

  

The 16th APT Policy and Regulation Forum for Pacific (PRFP-16) will be held in Papua New Guinea in Q3 of 2023.

SATRC Workshop on Recent Trends and Technologies

20 - 22 September 2022, Dhulikhel, Nepal

 

The SATRC Workshop on Recent Trends and Technologies is a part of the implementation of SATRC Action Plan Phase VIII which was approved by the 22nd SATRC meeting held in 2021 virtually. The emphasis of the workshop will be on recent trends and technologies for providing connectivity and encouraging innovation towards smart digital society. It will give an opportunity for the SATRC Members as well as industry to share their experiences and future plan to adopt the changes in trends and technologies.

 

The workshop will be hosted by Nepal Telecommunications Authority.
